Passport photo for Voter ID: 35 × 45 mm

This is the frame used for Voter ID (EPIC) applications and corrections on the NVSP portal. Drop a normal photo above and the editor opens with two steps already prepared: a crop locked to the 35 × 45 mm shape, and a resize fixed at 413 × 531 px. What makes this size different

The NVSP form takes a 3.5 × 4.5 cm colour photo as a JPG of 20–50 KB. That cap is small enough that a phone photo has to lose pixels as well as quality — the export reports the size it actually reached instead of handing back an oversized file.

Crop, do not stretch

The single most common mistake is forcing a rectangular phone photo into the document box, which widens or narrows the face until an official checker rejects it. Cropping cuts a correctly shaped piece out of the photo instead, and the locked ratio here makes any other outcome impossible. Leave a little space above the head, keep the eyes in the upper half of the frame and the head roughly centred left to right.

Printing and dpi

413 × 531 px is 35 × 45 mm at 300 dpi, the resolution photo labs print at. A file with those pixel dimensions prints at the correct physical size without any scaling, and it is also what an online form means when it asks for a passport size photo as a JPG.

What this tool does not do

It does not remove or replace the background, and it cannot make a poorly lit snapshot into a compliant one. Photograph yourself against a plain, evenly lit light wall with no shadow behind you, facing the camera with a neutral expression, then crop and size the result here. Doing the framing properly is what the form actually checks.

No sign-up, no watermark and no daily limit. JPG, PNG, WEBP, HEIC and more go in; JPG comes out, which is what document portals accept. The photo is decoded, cropped and encoded on your own device, so an identity document never leaves it.

Keeping the file under 50 KB

Voter ID caps the upload as well as the frame, so the download dialog opens with a 50 KB budget already set. The encoder searches for the highest JPEG quality that still fits under that ceiling instead of picking a fixed quality and hoping, and it shows the real byte count before you save. If 50 KB cannot be reached at 413 × 531 px even at low quality, the pixel dimensions are reduced too and the result is reported with its new width and height — the tool never quietly hands you a file the portal will reject. A tightly cropped head-and-shoulders photo also compresses far better than a full-body shot squeezed into the same bytes, which is one more reason to place the crop frame carefully.
