What makes this size different
Japan follows the 35 × 45 mm standard, with the head measuring about 34 mm from chin to crown and taken within the last six months. The frame shape is what this page fixes for you; the rest is a matter of where you place the crop.
Crop, do not stretch
The single most common mistake is forcing a rectangular phone photo into the document box, which widens or narrows the face until an official checker rejects it. Cropping cuts a correctly shaped piece out of the photo instead, and the locked ratio here makes any other outcome impossible. Leave a little space above the head, keep the eyes in the upper half of the frame and the head roughly centred left to right.
Printing and dpi
413 × 531 px is 35 × 45 mm at 300 dpi, the resolution photo labs print at. A file with those pixel dimensions prints at the correct physical size without any scaling, and it is also what an online form means when it asks for a passport size photo as a JPG.
What this tool does not do
It does not remove or replace the background, and it cannot make a poorly lit snapshot into a compliant one.
