What stays intact when you enlarge a PNG
PNG is a lossless format, so it has no compression artifacts to amplify the way a heavily compressed JPG might. If the source has transparency, an alpha channel, it is resampled along with the color data, so edges around a transparent logo or icon stay clean instead of picking up a colored halo.

Limits of enlarging a PNG
Being lossless does not exempt enlarging from the same limit every raster image has: the extra pixels are interpolated, not captured. A small icon blown up to a huge banner will look soft no matter the format. Moderate enlargement, up to around 2x, keeps flat-color PNG art like logos and icons looking sharp.
